It is planned to impose additional obligations on bloggers with more than 10 thousand followers


The draft Law "On the Protection of the Rights of Users of Online Platforms and Websites" has been posted on the Draft Regulatory Legal Acts Discussion Portal.


In the conceptual apparatus of the draft law, definitions are given, including such terms as:


  • blogger - a natural person (user of the online platform) who posts content of a socio-political, socio-economic and other nature on their account or public community, including for discussion by users of the online platform;

  • False information - information that does not correspond to reality or contains distortions of facts, creates an incorrect impression about persons, objects, events, phenomena, and processes, recorded in any form;

  • influencer - a blogger who has more than 10 thousand subscribers on their account or public community on an online platform;

  • content distribution - a set of actions expressed in the placement, sending, display of content to a certain user or an indefinite circle of users using a website or online platform;


According to the project, the distribution of illegal content on online platforms and websites in the territory of the Republic of Uzbekistan is prohibited.


If the owner of the online platform and (or) their representative systematically fail to comply with court decisions on the removal of illegal content, termination of its distribution, or suspension of the activity of the user's account of the online platform or the public community, the authorized body has the right to apply to the court with a lawsuit to reduce the speed of using the online platform in the territory of the Republic of Uzbekistan.


The influencer and website owner are obligated to:


  • verify the authenticity of the distributed content before it becomes publicly available;

  • not to disseminate or allow the dissemination on their account, public community, or website of false information that leads to the humiliation of a person's dignity or their discrediting or discrediting the business reputation of the organization;

  • monitor their account, public community, or website, including the section intended for users to leave comments and reviews on which publicly available information is posted, in order to identify illegal content, and in case of detection, immediately take measures to remove it;

  • not to allow the dissemination of illegal content on their account and (or) public community or website;

  • remove false information, in the event of its dissemination, or mark the initially posted content containing false information with a special informational mark indicating that the information turned out to be false, based on appeals from individuals and legal entities, state bodies;

  • to publish a refutation at the request of individuals and legal entities, if the fact of dissemination of false information discrediting their honor and dignity or business reputation is established;

  • Place relevant data in a publicly accessible form for appeals and establishing feedback;

  • not to publish the materials of the inquiry or preliminary investigation without the written permission of the prosecutor, investigator, or inquiry officer, not to preliminarily present the results of a specific case before the court makes a decision, or to exert influence on the court in any other way before its decision enters into legal force;

  • when carrying out advertising or other income-generating activities through their account, public community, or website, pay taxes in a timely manner in accordance with the Tax Code.



The project can be changed, supplemented, or rejected.
