Audio and video recording of court sessions has become mandatory in Kyrgyzstan



Sadyr Japarov signed a law amending the Criminal Procedure Code of Kyrgyzstan. According to him, it became mandatory to record court hearings using audio-video devices in the country. The absence of such records is grounds for reviewing or canceling the case.


On May 20, the President of the Kyrgyz Republic, Sadyr Japarov, signed a law amending the country's Criminal Procedure Code. According to Japarov's press service, this law was adopted by the Kyrgyz parliament - Jogorku Kenesh - on April 3, 2025.


The purpose of the law is to strengthen the role of the institution of bail in the system of preventive measures, to develop mechanisms that contribute to its effective application, as well as to improve the possibilities of video conferencing in criminal proceedings.


The Law complements the Criminal Procedure Code with the following norms:


- the concepts of "video conferencing" and "broadcasting (online broadcasting) " are being introduced into the judicial system;


- the rights of the accused to familiarize themselves with the minutes of court hearings (including audio and video recordings), to object to them, and to petition for a court hearing through live broadcasting on television, radio, and/or the Internet are being established;


- a requirement for mandatory recording of the course of the court session through audio and video means is being introduced;


- the absence of audio and video recordings is recognized as one of the grounds for changing, reviewing, or canceling a court decision;


- the minimum amount of bail is established depending on the severity of the crime.


The official release does not specify when changes to the criminal legislation, as well as new procedures, will come into force.
