The Presidential Decree "On Further Improvement of the State Social Support System for Poor Families" (No. PF-84, dated 08.05.2025) has been adopted.

According to the Decree, from May 15, 2025, families included in the Register of Poor Families and those at risk of falling into this register will be divided into "red," "yellow," and "green" categories, and social support measures will be provided based on their category.

The "red" category includes families whose average monthly income per family member is less than the minimum consumer expenditure and meets one of the following criteria:

▪️ at least 1 of its members is unable to work due to their health condition;

▪️ has a member in need of care, including a child with a disability;

▪️ consists of a single person living alone or a lonely elderly person or a single person with a disability in need of external care;

▪️ a family that has lost its breadwinner or whose breadwinner is in a penal institution;

The "yellow" category includes families whose average monthly income per family member is less than the minimum consumer expenditure and whose members are capable of working based on their health status.

The "green" category includes families whose average monthly income per family member is between 1 and 1.5 times the minimum consumer expenditure and meets one of the following criteria:

▪️ if the family has been removed from the "red" or "yellow" category;
