Exclusive rights of certain state-owned enterprises are being abolished.
On April 30, 2025, the President signed Decree No. PF-74 aimed at accelerating Uzbekistan’s accession to the World Trade Organization (WTO) and intensifying market reforms.
The exclusive rights of certain state-owned enterprises are being abolished. In particular:
The regulation stipulating that the export of chemical products by enterprises under JSC "Uzkimyosanoat" must be carried out exclusively through LLC "Uzkimyoimpeks" is being annulled;
The rule requiring that the import of equipment, spare parts, components, raw materials, and other supplies for production needs of "Uzkimyosanoat" enterprises be conducted by "Uzkimyoimpeks" LLC based on their orders is also being revoked;
Additionally, the provision granting "Uzkimyoimpeks" LLC and its affiliated manufacturers the tax benefits and preferences established for exporting enterprises that supply their own goods, including those sold for foreign currency without centralized regulation, is being abolished;
The regulation stating that the import of natural gas by JSC "UzGasTrade" is to be conducted based on tenders, selection processes, or direct negotiations following a government decision is being repealed;
Previously, in public procurement of electrical products, domestic manufacturers were given a price preference compared to foreign suppliers, based on the DDP (Uzbekistan) price of imported goods. It has now been clarified that such preferences do not apply to public procurement carried out by corporate customers when the goods are intended for resale or use in the production of other goods for commercial purposes.
